
On May 29, 2026, the White House Office of Management and Budget (OMB) released a proposed rule (OMB-2026-0034) that would revise the federal regulations governing how grants are awarded, managed, and monitored across federal agencies. Because a significant portion of prevention services in Ohio are supported by federal funds allocated through the state, this proposed rule has the potential to impact a broad range of prevention and behavioral health providers across Ohio.
Join Elizabeth Ginexi, a former NIH leader with more than 22 years of experience in federal grant administration, for a one-hour webinar hosted by Prevention Action Alliance (PAA) and the Ohio Prevention Professionals Association (OPPA) on Tuesday, July 7, from 3:00–4:00 PM.
This session will provide an overview of the proposed revisions to 2 CFR Part 200, Uniform Guidance, and examine how they could affect federal grantmaking, grant oversight, and funding for prevention, behavioral health, and community-based programs. Participants will gain an understanding of key provisions within the proposed rule, discuss potential implications for grant recipients, and learn about the federal public comment process before the July 13, 2026, deadline.

Elizabeth Ginexi, PhD | Student, Direct Medicine, University of Akron
Elizabeth M. Ginexi, PhD, is a distinguished research leader who served the National Institutes of Health (NIH) for 22 years, shaping biomedical and behavioral health research strategy. Managing a portfolio of 305 grants totaling $132 million, she co-authored 18 funding initiatives that generated 1,087 projects worth $778 million across mental health, substance use prevention, pain management, data science, and health services. Landmark contributions include directing the $46 million NCI State and Community Tobacco Control Initiative and co-launching the $40 million NIH/FDA Tobacco Centers of Regulatory Science program. Recognizing critical gaps in behavioral and social science analytics, she developed eight national training programs, equipping over 100 early-career scientists with expertise in machine learning and predictive modeling. Furthermore, she led the NIH Whole Person Initiative, coordinating alignment across 18 institutes to create an integrated, multi-scale health research framework. Previously, as a Senior Study Director at Westat, Dr. Ginexi evaluated community-based drug abuse treatment and prevention. She holds MA and PhD degrees in Applied Social Psychology from The George Washington University and completed postdoctoral training at Children’s National Hospital and Vanderbilt University’s Center for Mental Health Policy.
